In their effort to change the operation of the country, the duty of the leadership of the state has been core in instilling a culture of improving services and implementing effective policies using many tools. More recently, the government's vision to achieve the happiness of its people has played a significant role in the reconfiguration of the e-government tool. At the start of 2013, the government of UAE developed the concept of smart government or mobile government. Analysts viewed that idea as a changed vision to outshine its e-government to get to the level of smart government in just two years.
