THE CONCEPTS OF PROFESSIONAL ASSOCIATIONS AND SCHOOLS

Introduction

The concepts of association and professional college can be very confused. The information found on the Internet or in legal publications can be unclear and lead to an incorrect conception of these terms.

This essay will be explained, briefly and precisely, what these two types of societies, their objectives, functions, differences and how they affect the world of technology and computer science consist. Although, for some, the existence of these bodies is something totally useless, the reason why associations and professional associations are so useful to combat the social injustices that professionals could suffer, due to job abuses by work,companies or companies that hire them.

Contrary to the conventional idea we have of a school, such as a school, a professional school is a group of professional, who share the same profession. An example can be the CPPP (Professional Colegio in Computer Science and

Computing). This body is made up of professionals from the field of computer science.

These groups have their origin in universities. When graduating, professionals decided to create some type of association that defended their rights against companies that hire them. The number of professional schools grows until, in the 19th century, it is about ending them, seeing a trade unionist character in them. Luckily, it is not achieved, and professional associations continue to exist.

In 1974, in Spain, it is possible to create a law entitled the "Law of Professional Associations". In it, a professional school is defined as: “Professional Colleges are Public Law Corporations, covered by law and recognized by the State, with their own legal personality and full capacity to fulfill their purposes.". With this law, it is understood that professional associations will be bodies merely representative that defends the professional interests of its participants, non -profit. In turn, this document declares that in order to be a member of a professional college, an official degree must be possessed, in the previous case it could be a degree of computer engineering, and comply with the statutes established by the College. If any of these requirements are not met, an individual could not belong to a school. In this law, it is declared mandatory to belong to a professional school to be able to exercise the corresponding profession, since the work elaborated by the professional in question must be approved by the College. A clear example is that of an architect. To be able to build a house, the project must be approved by the City Council, and so that a project can be submitted to the City Council, the architect must belong to a school of architects. The same for a road engineer who intends to build a road.

The main objectives that professional associations have are: defend the rights of their members, participate in informative congresses, and monitor the behavior of their members. The latter assumes that healthy competition between school participants must be essential for the proper functioning of the group. In addition, another of the objectives of the schools that are usually overlooked, is that it must try to supervise the university centers in which careers or degrees attached to school are taken. To do this, universities must have members of the College.

The financing of professional associations is carried out between the State and the members of the schools. This assumes that a fee must be paid by the collegiate when they enroll in the school or if a fine is imposed. In addition donations can be made by sources external to school.

Professional associations

Professional associations are usually confused with unions. The main difference is that associations fight for the rights of workers belonging to a certain profession. On the other hand, the union approach is in the worker’s social class, and not in their profession (although both may be linked).

The associations have functions very similar to those of the schools, the main one being the struggle for the rights of the workers of the profession corresponding to the administration. In this type of groups, its members make meetings to share and exchange opinions on issues related to the profession. In addition, some associations are provided by the general public or other associations free of charge.

The main difference between associations and schools, is that associations have as a primary objective to defend the interests of their members and is an unofficial group (it is not the same as illegal), while professional associations are official organizations that also defend theRights of its participants, but must also comply with certain obligations that are imposed by the State, as public services.

That is why the creation of a professional college is linked to the creation of a number of associations. That is why another objective that a group of associations have is to be able to create a professional college. Although a professional school can also originate from zero, the creation of several previous administrations, usually means that the school will have participants and a financing from the outset, which is an official agency well cohesive.

Some associations, such as the APASH (Professional Association of Superior Architects of the Treasury), counts on its website, with many resources to help opponents to the Superior Architect of the Treasury. It also has many resources to help its visitors know that it is necessary to oppose and the steps that should be taken.

Professional Associations and Colleges in the field of computer science

Professional College of Computer Engineers of the Community of Madrid

In the official document approved by the Community of Madrid entitled “Law by which the Professional College of Computer Engineers of the Community of Madrid is created.”, It is explained how this institution was born from Law 19/1997. In this document, it is declared that in order to participate in the College, you must be in possession of a university degree of computer engineer or a degree in computer science. In addition, belonging to this school is not mandatory. Its main functions are: fighting for the rights of professionals in computer engineering, organizing events and conferences on issues related to the field of computer science and attending to any request from the Public Administration. This school has agreements with many companies, which results in a large number of offers in products from these companies.

On the official website of the school, several services are offered to its participants, such as arbitration or peritrages services, and also has a section open to the general public, where you can consult computer issues with professionals belonging to the school. It also offers access to books and documents for free.

Computer Engineering students can belong to school, paying a lower amount than the graduates of said title.

College participants can find a section on the website, where you can search for employment. The works usually have to do with a replacement of a computer teacher in a school.

In 2016, the CPIICM could put into effect the "Technical Standard for the Performing Project Documentation in Computer Engineering". This meant that the documentation of any project made by a computer engineer should follow the same standards (UNE) and the same design. This was applied to all Professional Computer Engineers, by the General Council of Professional Computer Colleges.

Although this problem is also present in other fields, being talking about the public sector, it is something that presents many doubts. This statistic is in my opinion, a reflection of how the masters are not something available to anyone (due to its high price). These data presented by the CPIICM, intends to make us see reality about the field of computer science. For better and for worse.

Association of Titled In Computer Engineering

In 1980, the Association of Titles in Computer Engineering was created. To belong, as in the CPIICM, you must be in possession of a degree, doctorate, master or even be a student of computer engineering. According to its official website, it is "the precursor of the creation of the Colleges of Engineers and Technical Engineers in Computer Science in Spain (as stated in its creation laws)". It is indicated that this association groups all the Professional Computer Engineering Associations of Spain. It has the same functions as the CPIICM, with the difference that it focuses on computer science professionals, at the national and non -regional level. Its headquarters reside in Madrid, and to be a member, participants with a master’s degree, doctorate or degree of computer engineering must pay 45.44 euros a year, while students pay 32.54 euros.

This association was created while the degree in computer science was established in the university system of Spain. As more degrees and careers that are related to computer science were created, their graduates were incorporated into the association and the number of participants grew greatly.

Why should these groups exist?

Many engineers, architects or economists (and others) do not belong to their respective schools or associations, not seeing utility in it. This is, in my opinion, something truly irresponsible. These individuals are usually professionals who have been in the industry for a long time and the changes that are made thanks to this group, do not affect them, by working to the private sector (it is not always so). Not belonging to your school or association, indirectly, you stop supporting the end of the work injustices of your profession. Not only this, but also, less congresses could be organized by the association or school, which could attract generations to come. In my opinion, do not belong to a school or an association is a synonym for not loving your profession.

In addition, these associations are defined as non -profit associations. All the financing of the organization is intended for the organization of Activades, Congresos and even scholarships for students linked to the association. Although the association does not have great financing, they help make a difference.

Professional schools and professional associations are two types of very similar professionals. They differ from unions, not focusing their attention to a social class, but intends to defend the rights of a profession. In addition, professional associations are governed by law, and respond to public administration. This means that sometimes, social services have to perform an economic reward every year by the State. Professional associations, on the other hand, are somewhat more independent organizations. Fighting for the rights of our companions should not be something that substimites. We must continue promoting these non -profit organizations, which help future generations be interested in our professions, which we value so much every day.
