Introduction
Some historians argue that General Roca’s decision regarding hiring professors from Germany was due to three very clear causes: first of all his perception of the German system and organization (due in part to the experiences he had when he was in that country learning of them), secondly, he tried to separate himself a bit of the influence he had by the British, with whom he had been able to make great agreements, but, in this way, preventing his great presence from also affecting the military field; And thirdly, the general knew a group of German officers, very trained, with extensive experience in driving troop units, and with several courses held in higher schools, who a few years ago were in commission providing services in the country.
Developing
At the end of the nineteenth and early twentieth century, Emperor Guillermo II, as well as much of the high command of the German army shared great skepticism about sending commissions formed by officers as teachers, so the situation in which the German officers to be sent to Argentina as teachers was unofficial. To be able to travel and become teachers, they needed to ask for a special license, find themselves in retirement or request the decline in the ranks of the German army.
However, the German Foreign Ministry proposed with great success a point of view that would substantially change the thought of the emperor and that would allow exploiting the opportunity to send the officers, generating a situation where both interested parties could obtain more profits.
This argument was that the officers’ commissions would not only be professors and advisors but indirectly would become instruments of diplomacy and the economic and commercial policies of the German empire. The phrase used this argument in the front line and made it irrebatible was: sending our officers implies an indeliable economic advantage
conclusion
This action was perfectly adjusted to the needs of the Argentine army in two exceptionally successful ways, since the professors in question would dictate their classes at the Higher School of War, where they would educate and train the next officers to become heads of units and subsequently commanders of the force, who in the future would have the possibility or responsibility of the decision of the purchase of material or the advice on the subject.
