Social mobility at the national level

Introduction

When talking about the impact of migratory phenomena in the Milagro canton, we can notice that the pattern of problems that occur at the national, Latin American and world level are repeated, all this as a consequence we already said of economic, social, health, security factors, security, security,Among others, in Milagro the panorama is the same we see more people in the street of Venezuelan origin traveling in masses or other places of the country, many frequently in the streets with children asking for money, public spaces have been invaded as they haveThey serve as shelters, crime, prostitution, drug and alcohol consumption has increased.

Public policies of human mobility and demand of immigrants

According to the Foreign Ministry of Ecuador, the Organic Law of MH, the regulations have been activated since February 2017, whose main purpose is: Protect the rights of all citizens as a displacement condition. Article 167 of the aforementioned law, establishes: all public bodies, at all levels of government, will have as obligation to include MH in policies, plans, programs, projects and services. The plan promotes 4 specific policies, the same that combine the SDGs that were debated at the dialogue tables, the 4 policies in which the actions are framed.

1. Promote universal citizenship and free mobility in the international arena.
2. Strengthen the protection of population rights in human mobility situation.
3. Generate conditions to promote orderly and safe migration.
4. Defend the diversity, integration and coexistence of people in mobility situation.

For each of these policies, strategies have been developed in order to ensure access to work, health, education, housing, justice, social security, political participation, among others. Similarly, the immigrant groups sat with the government to point and by consensus the needs they prioritized were the following:

1. A regularization of its immigration situation with less bureaucratic procedures.
2. Be inclusive, giving you the opportunity to offer in a dignified and egalitarian way.
3. That the State fulfills its commitment to ensure people in immigrants.
4. Educate society for the elimination of discrimination and xenophobia.
5. Have the opportunity to access education, health and housing.
