Public power and its importance for governance
It is a formal element of the State and is the social conglomerate which is constituted in a political and legally territory, this subject to an authority that acts through its own organs;But despite society, society cannot only be political and legally constituted. We have to be clear that power is born from the ability of the individual of the practice or will of individuals either in groups and individually, power is exercised not only by physical means but also moral and even intellectual.

Hauriou defines power “as an energy of will that manifests itself in those who assume the human government company and that allows them to impose guarantees to the double ascending of force and competence” with this definition we could say that public power is capable of creating asocial organization, which is based on two essential and ideal components such as domination and competition and that when it is allowed by the governors or governed, it becomes a de facto power.
These two elements of domination and competebe some dominant and want to impose their power at all costs regardless of the opinion or consent of its inhabitants but their criteria have to be in accordance with their political regime, which will be their system of government. The competition element conforms to the problems that the constituents pose, the public power is authentically democratic and that is why the competition element predominates over the domination, what this implies is that when a specific political organization occurs the competition element It is in charge of the power of law, the opposite of when the domination element is predominated in an organization since there would be talk of a de facto power, which establishes an authority within the society that varies according to its multiple circumstances of the time and place; Because the authority is not always with the consent of the conglomerate and a vile example of that is when a coup d’etat is made since in these predominate the will to dominate and impose on competition this power is characterized because it puts first the first element of domination before the competition is exercised by force and without the consent of the conglomerate which gives it the support.
