Mexican Health System Model

The Mexican health system since its inception has presented a great challenge to be ablecan foresee or solve through main axes whose emanate from a financial and material resources perspective being fundamentally to provide quality care.

The health model in Mexico that predominates most and according to its multiple characteristics are two: 1) mixed system and 2) fragmented, it should be noted that we can both locate them in public institutions of safety and social protection, then develop in whichEach of them consists of:

  • The mixed health model is the one that covers all public and private organizations, so both sectors have their own characteristics for financing.
  1. Public organizations are made up of the following institutions: IMSS, ISSSTE, PEMEX, SEDENA, SEMAR, among others; And its financing is tripartite as it comes from government contributions, as well as the employer and employee.
  2. Private organizations have a large range of hospital network throughout the country and like public institutions have the same objective that is to provide and improve quality in hospital services and health care, their financing, their financingIt is by direct payment of the same user that demands it.
  • The fragmented health model is one that is in a coexistence way where there is a variability of units or entities that are not constituted in health services, so it can also be affirmed that when this type of system exists in our nation facesto different dangers derived from that there is greater difficulty in access to health services, not omitting that the provision of services is of lower quality that emanates due to the irrational and inefficient use of the resources that are available for the area ofHealth being reflected in the low satisfaction of consumers who have perceived any type of service at some point.

On the other hand, we cannot fail to mention the popular insurance that is aimed at providing the health of all that person who does not have any type of social protection or security giving coverage universally, and is governed under a universal catalog ofHealth services better known as causes in which it includes 284 interventions that cover the first and second level of care, also has a protection fund against catastrophic expenses of which it covers 57 high specialty diseases.

However, the above leads to a decentralization of health services that fragments the various programs putting the most vulnerable population under the distribution of financial resources.

The needs of the population every day are more demanding and special emphasis should be placed on the following criteria: adequate provision of human and financial resources, a physical infrastructure that is safe, as well as grant medical services to the most remote places foreradicate marginality and comply with the objectives issued by WHO, basic and determinants must be provided to health, provide appropriate security at the most appropriate time when the user is affected by some condition that seems to be risky to their ownlife, the effectiveness of offering established services through the scientific knowledge of the health professional so that the user can benefit, person -centered care as a holistic being.

Making these criteria we can generate the quality of care and provide health services to the entire population that will benefit from the results that are intended to be achieved.

Unfortunately, the population that most attends this type of public services is the one that perishes of a derived economic lack to which it is "easier to be treated", pointing out that the Mexican economy has grown in a gradual way with an annual average growth of 2 to 2 totwo.8%, likewise it cannot be said that it is a recession but we can express that it is a phenomenon that concerns both the government and the different institutions which makes it more complicated to obtain an advance in health systems.

Therefore, we can confirm that the percentage of people in a state of poverty are the ones who lack the most social security, and family income is not enough to acquire more affordable attention, so it is of the utmost importance to establish mechanisms wherehave much more effective access through diponability, accessibility and quality.

From the place where we are committed to work together to be able to rebuild a universal health system entirely integro, where we manage to guarantee centralized care in the person efficiently, equanimously and timely, in which the right to safeguard theHealth of our population.

As we already know the different health systems that are applied in our country have been pregnant, since they are determined partially, they are also somewhat open, which allows an interaction with any other type of system to be carried outsuch as: from the political, economic, educational sphere that are of great importance in the health system, so the approach to these points is as follows:

  1. Political sphere. – As we know is a regime that influences through its governance to regulate a common good for the health of citizens, building laws and reforms that are governed and in turn benefit not only the user but also the nation.
  2. Economic. – It is through this monetary medium that great innovations can be carried out in the health system, from having better health infrastructure, material and equipment facilities, which can be of great impact, we know that there are new pathologies every time and byLack of economic resource cannot be advanced more than desired; It is also about reducing as much as possible pocket spending, we are currently living strong economic problems that are reflected in issues of great relevance of public health, remember that through the economic, efficiency and efficiency can be provided through economic. In addition, capital is needed to be able to have sufficient coverage of human resource since there are states where you have personnel insufficiency, where the ideal would be to be able to have a comprehensive and multidisciplinary team, trying to comply with the priority needs of the population.
  3. Education. – It is the cornerstone of primary health care linked to prevention and in addition to educating not only the patient, but also allows the professional to interact with the family and environment breaking paradigms where he can promote healthy lifestyles. Through education it contributes to the reduction of important costs, in addition to creating a culture where a great impact can be obtained. It should be noted that we cannot leave everything to the user also the health personnel must contribute to giving a preventive education being this an important factor that can influence the health of the population.

There is much talk about the transformation of the Mexican health system through the universalization of services, having as the main governing axis to be able to reduce the segmentation of the health system in our country, we know that constant changes in their structure have been experienced, has tried to strengthen accessibility, but no total success has been.

Funealud has proposed that work from a universal aspect of health services and provide a package that is more comprehensive of social protection, as well as for free for all Mexicans.

In order for a better regulation in health services, it is importantpossess as support, where the quality of services is guaranteed, in addition to achieving great benefits that are not only for the establishment but also for the entire population that comes to request some type of medical care.

For all the above, it can be defined that the universality of the services must advance in an efficient way to guarantee a strengthening in the resources demanded in the user’s care.

Conclusions

Finally, it can be deduced that the health system in Mexico has a great challenge to society to provide care that is sustainable and quality no matter the particularities that the population can present, call culture, education, occupation, ethnicity, the conditions the conditionsgender, the place of residence, the language or language that practices, all these are factors of a nation and that under manifesto they have the power to be attended as the Mexican Constitution indicates in its article 4 where he mentions that every person hasRight to health protection without being discriminated against.

The health issue will always be a priority from any context, since it is a primary necessity, that through its various services benefits that are provided in a preventive, healing or rehabilitation way, it must shelter the most unprotected population.

The health system should seek new strategies that allow it to be more competitive under certain criteria where we all see ourselves benefited from government, public and private institutions, health professionals, and the most important actor that is the user, since the latter isThe main motivation to achieve better innovation in models and strategies, in order to meet your needs providing decent treatment, but above all of quality.

Having a fragmented health system implies that universal care is not fulfilled and also that it is equally, so derived from this, the millennium development objectives would not be met.
