Luis Carlos Galán: Policy Performance

Introduction

Luis Carlos Galán Sarmiento, was born in Bucaramanga on September 29, 1943 and was killed on August 18, 1989 in the city of Soacha. He was professional as a lawyer, economist, journalist and politic. Through journalism, he was known by the country’s ruling class and was "adopted" by former president Carlos Lleras Restrepo as his political and intellectual heir. 

Developing

Lleras remained as president and appointed Galán as the first member of the Colombian delegation at the World Conference on World Trade and Development. The following year, the new President Misael Pastrana Borrero appointed him Minister of Education, since he was the youngest to enter the Ministry, served until 1972, after which he went to the Colombian Embassy in Italy and worked for four years. In 1980, under the motto ‘Bogotá belongs to all its inhabitants’, he obtained an overwhelming vote of the Capital Assembly and became a national leader. 

In 1982, Galán participated in the presidential elections of the Republic, and the Libertad Conference held a year ago closed the debate between Galán and President -elect Michelsen. It is considered that, together with Gaitán and Rafael Uribe, he was one of the great politicians of the Liberal Party in the twentieth century.
