Essay on migration and its reforms

Migration has been a constant phenomenon throughout the history of humanity. However, in the current context it involves different factors that voluntarily or involuntarily force people’s geographical displacement.

“Migration is an indissoluble component of change in the population, and, as such, can determine the structure, dynamics and magnitude of the population." 

The issues of international migration and the circumstances that migrants have to pass during their journey to the place of destination are discrimination, racism, exclusion, among other factors. For this reason we believe pertinent to address the issue recognizing the problem of migration as: a multifactorial problem that responds to political, economic and cultural situations. Which leads us to the formulation of the following question

How is the migrant rejection generated through political discourse?

Our investigation is based on the media case: ‘Out Hondurans, we don’t want them here,’ a couple of hundreds of inhabitants of Tijuana were shouted near the hostel where the migrants caravan in the border city takes refuge in the border city. Context of Central American migration in Mexico

The immigration situation from Mexico to the United States is of utmost relevance, since it determines the existing demographic structure in both countries. The Mexican and Central American population migration process has intensified from the year 2000, as shown by the following map:

We ask ourselves to place the context, how does the 4T perceive the current immigration situation? First of all, President Andrés Manuel López Obrador, proposes that migrants must be protected from the dangers they face to reach their destination, this has been a priority to migrant caravans that cross our country. Such immigration priority marks a milestone unlike the xenophobic speeches of President Trump and even the opposite that past sexenios proposed in the face of mobility.

However, the reality of Central American migrants is another, it has not been possible to stop the vexation of their rights, much less has ceased the violation of human rights that Central Americans face in our country. In that sense, the support that Mexico has given to Trump is to be allowed to be called as a third safe country so that the anti-migratory discourse of the United States can be sustained. What we can perceive is a series of contradictions by Andrés Manuel, that is, the reality and its immigration policy are totally incongruous.

Not only is it important for us to know the position of the Mexican State in matters of migration, but also to clarify what its perception and proposals of the American government in the flow of caravans trying to cross the border of the north of the country.

The Trump solution is a policy that is based on meritocracy, the proposal revolves around protecting the safety of migrants, above all, it proposes that there is a filter to detect the most trained people and that they are functional in labor terms andof production that try to cross the border (this filter has remained in ambiguity).

President Donald Trump’s proposal was created by his son -in -law advisor Jared Kushner. He proposes that border revenues serve for the construction of the wall. In addition, as we mentioned, they will undergo professional criteria to migrants who wish to integrate into the neighboring country. Meanwhile, the visa will be assigned only to qualified people.

The migration problem within the context of globalization forces the Mexican government to generate solutions for humanitarian treatment, however, national policies have been exceeded by the orbiting number of migrants trying to cross the border with the United States by our country.

Past administrations have created similar policies in different contexts;For example, the National Development Plan from 2006 to 20012, promoted by the Secretary of the Interior through the National Migration Institute was to promote national development that benefited immigration management (similar to the AMLO Plan), based on international standardsas a legal framework for reality to respect migrants to be a reality.

Undoubtedly, the precariousness and institutional conditions offered Mexico to migrants are insufficient, if the phenomenon of migration corresponds to the logic of globalization, the issue of respect and solidarity is pending in Mexican laws and norms, lacking integration.
