(Raquel Ocaña Carrasco, 2008), therefore education is key to developing the same and change, by teaching values by improving attention and education in children from an early age and satisfying the educational needs of all young peopleand adults through equal opportunities in access to adequate education and practical education for life.

Children need opportunities to understand what their rights and duties are, what are the limits that impose on their freedom the rights and freedoms of others and how their actions can affect the rights of other people. (Rosa Balco G., 2006). This covers an education for everything (ET) being emphasis on quality education regarding the coexistence of educational systems and in their relationship with the environment and the participation of society.

From the point of view of participation, schooling in schools or special groups, permanently, should be an exception, and it should be ensured that the curriculum and teaching that is offered equivalent as much as possible to those that are taught in theSchools for all. (Rosa Balco G., 2006)
