Introduction

The beginning of the one considered the welfare state is contemplated in 1945 at the hands of Joseph Maynard Keynes, although we must not forget that this model dates from the last quarter of the nineteenth century, with the public policies considered of a social nature promoted by Bismarck during The mandate in the II Reich, Germany, where the population demanded a greater participation of the State in the configuration of the economic and social order.

Developing

We would be facing a concept considered as a politician, where the State intervenes either at the central level as at the local and autonomic level, aimed at achieving the improvement of social welfare along with the improvement of the life of the population of that place. We previously said that it is considered a political concept as a result of the fact that through political and administrative actions that the State carries out intervening in that population considered as vulnerable, with the purpose of modifying market forces in at least three directions:

1. Guaranteeing all families together with individuals a minimum income considered independently of their work activity or property.
2. To be able to deal with social contingencies through the limitation of the degree of insecurity, since this leads to the certain social and family crises.
3. The assurance of all citizens without distinction of status or class, the offer of the best available standards and in relation to a variety of social services.

Key moments of the welfare state

We can differentiate three key moments from this welfare state:

• Industrial Revolution: We are focusing at a time where a new production model arises, which consists of the new mechanization of the productive system based on the replacement of the animal with coal. This entails the appearance of inventions and technologies such as the already known steam engine that helped to achieve greater production by decreasing labor, being able to differentiate two stages within this period, being the first stage between the 18th century Until the end of the 19th century characterized by the revolutionary advance in capitalism and a second stage characterized by a new form of production, organization in work activity together with the consumption of the population that covers from the end of the 19th century until the mid -twentieth century
• Illustration and democracy: which consisted in a more summary way in its development, in a cultural modernization together with the transformism or attempt to transform the structured behaviors of the old regime.
• Origins of the Welfare State: previously we already mentioned that one of the origins of the certain welfare state come as a result of the Bismarck reforms at the end of the 19th century in Germany for the proposals established by the working subjects of the moment of the moment of the moment.

Spain would be considered as a state model characterized as a facilistic, since the intervention of the State is focused on the family, since it is considered the main supplier of well -being. It is from 1982 when there is an economic and political modernization causing the considered start of said welfare state as we said previously and the incorporation of Spain.

We must not forget what are the four basic pillars that make up the welfare state in our country, being education, health, guarantee of minimal income together with the Dependency Law. In the first place we can refer to education, considered to be mandatory and free until the age of 16, being able to structure in three stages:

1. Children’s stage, which ranges from 4 years to 6 years.
2. Stage considered primary that is considered up to 12 years.
3. Considered as the last stage we can find ESO considered as compulsory secondary education that is considered until 16 years.

Once this teaching considered as obligatory, there is the option of continuing its training, whether through high school or through a medium grade professional training with a duration of both two -year teachings, including the end of its training stage. Once this stage is finished, there is the option of following higher degree training or moving to a university education with which to be able to access the world of work. As we said previously other important pillars within the welfare state of our country is considered health, care and comprehensive health for all Spanish citizens together with foreigners residing in our country.

conclusion

Last and not least is considered as a minimum income for those people who do not have subsistence resources, being able to be divided into two parts: on the one hand, social security benefits contributory pensions, non -contributory pensions, subsidy for subsidy by unemployment and on the other hand the active insertion income together with the minimum insertion income.

Once carried out the development of the concept of the welfare state and referred to it in a summary way we will introduce ourselves in the development of the subject that is considered as the main theme we want to refer to this work, also referring to poverty and to the marginalization of Spanish society.
