A proposal for a solution against sexual harassment

According to the organization of the United Nations, sexual harassment, one of the greatest problems we find in our society, has increased in recent years. Therefore, in Geneva, the European Government has implemented a social assistance program called UNHCR, obtaining good results. This program is responsible for training workers systematically in risk identification and reduction, including exploitation, abuse and sexual harassment. The objective of this program is to combat deeply rooted inequalities, including gender, in which there are conditions that can lead to inappropriate sexual behavior. Despite the success of the social program in the European country, this measure would not obtain the same result in the country.

First, a reason to think that the UNHCR program would not work completely is because of the lack of management in government. The Ministry of Women and Vulnerable Populations (MIMP) had already implemented similar programs for the prevention of family violence and sexual harassment. In 2015, a project called “We stop violence” was applied with the aim of instilling in educational centers to children and adolescents to teach preventive actions against family violence. According to the INEI report, this project only achieved 20% of the planned to train teachers in educational centers. Also, Verdera, economist and director of the Institute of International Studies of the PUCP, mentions that the State obtained a disastrous result due to administrative inefficiency and the increase in corruption in the government. Because of this, it follows that the implementation of the program would be incompetent due to the mismanagement of the State.

Second, one more reason to consider that the UNHCR program would not work completely is due to the lack of government support in the investment of the budget for the development of social programs. While in Geneva the Government financed its development to implement in the work centers, schools, social networks to combat with this problem, the Government of Peru leaves aside the social sphere and does not finance the budget for measures against sexual harassment. According to the Institute of Statistics and Informatics, the Peruvian State only invests 32% of GDP in social problems, the third lowest in the South American continent. That is, as the green economist points out, poor public policy efforts can become insufficient norms to combat this violation of rights alone, being necessary to have the appropriate means to be fulfilled in a timely manner. Because of the above, the implementation of the program would be incompetent due to the lack of state budget.

In conclusion, we can see that the UNHCR Social Program project could not be viable in the country. This is because currently, the Peruvian State does not take importance in social programs to combat sexual harassment.
