The Congress in Covid-19 times
Introduction
Since 2020, the pandemic originated by the COVID-19 worldwide came to reconfigure the chores of public and private life, especially the parliamentary works of all the congresses of the country. Such is the severity of the matter that most local parliaments were in need of reformto meet. However, the fact that thanks to COVID – 19 the public and private sector arrested its activities.

This does not mean that transparency, accountability and the right to know have also been arrested, on the contrary, more than 8 months of pandemic, the information has to be more available than neck for citizens for decision making. Unfortunately, in many sectors that does not happen, such is the case of local congresses. The situation of health and monitoring of contagions of legislators namely, is of public interest, and although there are already parliamentarians who had coronavirus, most parliaments have refused to give information about when and those who were or are sick of Covid-19.
In the face of the federal elections of 2021, only two of the 33 local congresses in the country have provided complete information about the infections that their respective parliamentarians have had. According to the civil organization "Legislative Vision", the Senate of the Republic, the Chamber of Deputies and most local congresses have refused to transparent their day to day in terms of infections. By provision General Law of Transparency, the various legislatures have 20 days to respond all the information that is requested by their respective Transparency Unit.
In a subsequent way, for the citizen, but almost two months after having submitted the applications to know the State that the parliamentarians of all the federal entities have regarding the COVID-19, it is not yet possible to know about the amount of infections ofThe 1,113 people that make up local legislatures or the 628 federal legislators, since all these institutions have refused to transparent this information that is of public interest. Therefore, all the legislative power, as much as the local and the federal, have denied the right to know of all citizens.
The only two exceptions that were presented were the congresses of Jalisco and Colima, who did respond to the application for transparency, granting information about who and how many legislators had COVID-19. Respectively, Colima reported Sol two infections of 25 legislators, while Jalisco reported that 12 of 38 deputies had been infected. The rest of the congresses reported biased information or simply did not respond. The congresses that did not report response on the request raised, were Coahuila, Michoacán and Zacatecas, since they classified all the information as confidential.

Both the amount of infections, the name of the parliamentarians and the parliamentary group to which they belong. Today, more than the laws adapted to the new normality, they have the obligation to publicize the situation on cases of infections and legislative activities during the health emergency.
