Protection and Social Welfare in Peru

Introduction

For the elaboration of this essay, the review of the available literature on social protection and welfare has been carried out in Peru, with the purpose of doing a critical analysis of the use of social programs, considering that the central government is currently intervening , through ministries (Midis, MEF) and local governments in social inclusion, allowing people to participate in the social and economic life of society considering that the protection, development and strengthening of capacities is of real importance, the development and strengthening of capacities human.

Today we can observe important changes, the different historical moments and socio -economic and political contexts have as a consequence the development of different institutional arrangements to produce and distribute social welfare.

Gosta Esping Andersen, uses the concept of social welfare to refer to the joint and interdependent form as distributed by the production of the State, the market and the family within a specific society.

To the aforementioned, it is something that we can clearly realize, that in our country it has been happening, the different needs demanded by each person, reports a different reality than the authorities know, so it is considered that it is necessary to strengthen Social welfare programs in the country, according to the needs of each individual.

It would be impossible to describe in detail the results of the focused programs that the Government executes, so we will limit ourselves to comment on the food support programs that represent about half of the focused social spending. In addition to the support provided by private institutions through training generating economic entrepreneurship whose results are seen in a medium and long term.

DEVELOPING

"Social inclusion is understood as the possibility of people to participate in the economic, political, social and cultural life of a society", individual and social rights force the State to provide the goods and services that make possible the execution of the same. Basic social services (health and education) must maintain a universal perspective because they are based on the rights of having quality improvements and with greater coverage for those who decide to use it.

The specific programs provided by the State (Pension 65, with you, scholarship 18, glass of milk, among others) aimed to combat poverty are focused only according to the socio -economic classification of poverty and extreme poverty, avoiding filtrations in order to maximize the resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that resources that They are limited, however, the coverage of this program is a problem since it does not reach those who really need it, due to the inadequate training of personnel in charge of the management and monitoring, harming the development and effectiveness of the programs (Pension 65 Aimed at the elderly, glass of milk for children under 6 years of pregnant and infant mothers as well as children with anemia, tuberculosis, with you aimed at people with disabilities, etc. ), Where they present leaks with people of “non -poor” categorization being benefited by the aforementioned programs, in front of facts like these we ask ourselves:

  1. How to solve the problem?
  2. Does the program give the necessary tools so that the users of this can get out of poverty considering that the result of their socioeconomic classification is "not poor"?
  3. How to detect if the person requires the support of the programs?

The situation presented in the questions is a real problem of local governments and therefore of the State, since they do not know the real socio -economic evaluation of the population of their district, therefore; They do not access the budget extension benefit for project management that generate the development of their district. In response to the first question, it is necessary to use new approaches, updates to the personnel in charge of directing and monitoring social programs through accompaniment to people who really require the benefit of the programs, taking care not to confuse assistanceism with the benefit of the benefit of the Social program.

Faced with the second question, the training made to those responsible for the URES of each municipality, is not adequate, since they implement systems where the personnel are not familiar with the use, thus generating the delay of the results of socioeconomic evaluation, Likewise, the implementation of the application and/or system arrives late to the respective SISFOH offices of local governments, consider that in some cases they lack the Internet and/or electricity.

For example: there are cases where children harm the situation of socio -economic classification of the elderly, husbands that harm the economic situation of mothers and then abandon them, children who do not have the support of their parents and wish to be participants in Scholarship 18 program and cannot, because it obtains as a result “non -poor”, when in their real situation if they require the requested support.

It is considered that new strategies must be used that allow to see the current reality of the person who requests to be attended by verifying by crossing information with public and private institutions that require it, that in such a way the people who request it are not harmed , thus achieving the proper and effective use of the application implemented by the MIDIS to provide fair and necessary support to the person qualified with poverty and extreme poverty.

CONCLUSION

It is necessary to know the real situation of poverty through current information through filters and/or ICT tools (information and communication technologies) that confirm its veracity; The managers must improve and viable the adequate use of social programs prior training in addition to the verification of their arrival to the people who need them the most, will allow citizens to access good quality in services provided by the State And as a consequence the improvement of the quality of life will therefore the search for an educated society with values and principles, becoming promoters and managers of an economically developed society thus reducing the level of poverty in the country.
