Introduction
President Washington, after almost eight years as the first president of the Nation, determined that he would not accept a third term in office. By then, political divisions between Alexander Hamilton on the one hand and James Madison and Thomas Jefferson on the other had hardened until they became primitive political parties. While in 1789, at the time of the inauguration of Washington, loyalty to the country and the Constitution was equivalent to loyalty to the president, the rise of political parties had begun to separate the two.

When deciding, he offered his farewell speech as a defense of his presidency and as a reason for the future of the federal government. The president opened with a tribute to the people of the United States and with an explanation that his time had come to retire.
