Possibility of eradicating femicides in Mexico

Latin America is attending a wave of demonstrations on the occasion demanding the end of homicides for gender reasons. Throughout Latin America and the Caribbean, it is an epidemic. According to Richard Barathe, a UN spokesman is "the most dangerous region in the world for women". (EFE, 2017) of the 25 countries with the highest femicide rate, 14 are located in this insecure corner of the world. (A Women, 2017) One of the countries that has attracted the attention of the media is Mexico, where 800 women were between January and June 2017 victims of femicide, to make matters worse only 49% were investigated asFeminicide. (A Women, 2017) Many believe that this surprising data is the result of unbridled corruption and a macho society so it is important that the Mexican government modify social norms. Throughout this essay I will discuss the probability of change considering the key actors, among others, the justice system, education and infrastructure.

Let’s start considering how they use feminicide in the current Mexican justice system. Since 2012, feminicide has been identified as a specific crime, which article 22 of the General Law of Access of Women to a life free of violence defines as “the extreme form of gender violence against women, product of the violation of theirHuman Rights, in public and private spheres, made up of the set of misogynistic behaviors that can lead to social impunity and the State and can culminate in homicide and other forms of violent death of women ”(Justia Mexico, 2009) is an answer to thedeath of thousands of women throughout the country. One of the most surprising and famous examples is the situation in Ciudad Juárez, a state of Chihuahua. Between 193 and 2005 more than 370 deaths of women have been estimated. (Amnesty International, 2005) This opened the eyes of the country and caused more attention to data collection, the complaint of legal crimes and interventions. However, in 2016, 12 women died daily. To understand what is happening essential to direct attention to reigning impunity, the lack of effective application of laws and police corruption. The most valuable instrument to end feminicide is to end these harsh realities that exist in Mexico. It is possible that the Latin American protocol model is the first step towards that end. It constitutes a mechanism by all actors of the Justice – the Police, the courts and the forensic doctors – to end feminicide. The protocol has three objectives, the first is to guide public officials and establish lines of action, the second is to promote the gender perspective and then offer practical tools to guarantee the rights of victims. (Ohchr, N.d) The objective of the Latin American protocol model is not to homogenize or normalize the investigation of crimes against women. They are flexible guidelines that each country must adapt or interpret according to the structure of the country. It cannot be denied that to try to eradicate feminicide in Mexico it is important to use strategies. It is not enough to have the general laws in the country’s legislation, they have to apply them, so those responsible will submit to justice. I hope it is a deterrent method against femicide.

It is important to remember that the function of prevention is no less important than that of the cure, therefore it has to make more emphasis on crime prevention, due to the fact that if it put all the aggressors in jail, it would not change the structural causes, attitudes and perceptions that encourage violence against women. In Mexico, there is a so -called machismo culture. While the key components of the stereotype are strength and strength, it also relates to samples of violence and aggressive actions, and sometimes it is considered desirable due to the fact that shows its hardness and manhood. It is understood that if you are violent, you are strong and so you are more man (Walker, 2005). There is also Marianism, that with machismo they go hand in. It is a social structure that says that women must be submissive and virginal, while machismo men are dominant and proud. Only 45% of women between the ages of 16 and 64 work, while carrying out 75% of domestic tasks and child care. (Organization for Economic Co-Operation and Development, 2017) The children teach ideologies from an early age that suggest that men are superior to women. It cannot be denied that it is harmful to society. So it is not surprising that around 9 out of 10 women have been victims of sexual abuse. (Watson, 2016) It is not only a matter of domestic abuse, there is day after day. On the bus, on the streets and at the workplace. Taking all this in consideration it is not surprising that feminicide is a big problem in Mexico. It is essential that society changes. Perhaps the most useful tool is education. It is important that both schools and parents teach their early boys who have to respect women instead of dominating them. There are policies in Colombia that ensure that the education sector participates in prevention activities. Now minors study what gender means and how society affects. (A Women, 2017) With better education it is possible that society will change and reduce considerably the number of femicides, however sexism is a worldwide problem, so world society has to change.

The availability of high quality and well -integrated services is an important factor. It is evident that feminicide does not randomly. When a woman is killed, a history of domestic violence is often discovered that the victim had gone to the police or request medical help. However, due to low levels of communication between services, no one realized at risk. This could have been avoided if the health sector, social services and police had collaborated. Uruguay is a good example, they have implemented a successful plan, when the aggressor has to carry electronic bands connected to an electronic device of women in danger. If the aggressor brings the woman, the device alerts the police. In addition women have access to therapy. No woman has died since promulgation. (A Women, 2017) could serve as a model for Mexico. Assuming that services harmonize and have a better communication. However, in February 2015, the Mexican government cut public expenses for 20% and so has had a negatively impact on the mobilization of resources by the Government to achieve gender equality (a Women, N.d) And so end feminicide. It would also be very difficult to apply it in rural and indigenous communities when sometimes women cannot go to school or vote. So, to work to eradicate feminicide, the increase in the financing of public services is necessary and so they can be of better quality and broad diffusion.

To conclude, there is no ideal solution to end feminicide in Mexico. It is vital that the structural sexism that allows the aforementioned factors to have a huge impact is destroyed. Prevention and healing are equally important and to change the situation, it must be a better financing in all sectors and the correct implementation, which does not currently exist. Therefore, the forced conclusion is that the possibility of eradication of feminicide is almost nil. However, if the government spends time and money, it would reduce considerably.
