Introduction

At present, the fear of a terrorist attack is perhaps more noticeable in regions such as Europe, the United States, Syria and Iraq, China and other great powers which throughout history have been protagonists of thousands of terrorist attacks and alliances;These subject to different purposes whether political, economic and even religious that the only thing they have left have been hundreds of victims and damage to the environment that are hardly recovered given their characteristics, whether nuclear weapons, bombardments among others among others.

Terrorism not only causes destruction for countries that are implicitly in it, but also in countries outside it, since it indirectly has economic and political implications that end up harming the entire world. Terrorism constitutes one of the most serious violations of human rights and fundamental freedoms on which every current democratic society is based. 

A terrorist act, with its various types and methods, its main purpose, always, is to induce a state of psychological uncertainty, cause destruction, fear, and death to achieve political objectives. However, as the years go by, as well as technology, science and research progresses, terrorism is not far behind;has been having changes that fit the dynamics of the same society.

Developing

Global terrorism is today the most important and real threat for current world system which has had a transition process. The transition and the path traveled by terrorism to become bioterrorism, generates the need that is considered as a threat to the Colombian State.

Within the framework of national security and defense, given its impact on clinical and public health, a situation of potential complexity that directly attempts against human life, animal life and the integrity of ecosystems, a condition that must beAnalyzed for the formulation of government policies and their consequent technologies, as an eventual destabilizing factor of the essential purposes of the State, among which it is important to maintain territorial integrity and ensure peaceful coexistence and the validity of a fair order.

Which shows the importance of establishing the necessary measures to counteract this phenomenon;through the implementation of public and government policies which effectively respond to the social, political and economic impact that they cause. But which sectors should be strengthened and complemented to minimize risks to bioterrorist attacks in Colombia? We must recognize the efforts that in all areas have been deployed since years ago, especially as of September 11 in the fight against terrorism and international cooperation to prevent this type of crime.

Given the world dimension of the threat of chemical, biological, radiological and nuclear terrorism, international legal instruments against chemical, biological, radiological and nuclear terrorism offer indispensable means and judicial mechanisms so that national authorities can carry out effective cross -border research andso that the alleged terrorists do not find safe refuge.

All these international measures which have been created from the different terrorist attacks in regions;which are necessary for strategies and actions to be developed nationwide. Responding to the question, which sectors should be strengthened and complemented to minimize risks to bioterrorist attacks in Colombia? In the first place, it is considered essential.
