A scientific analysis of the crime must pursue, therefore, in addition to the punishment of the offender, the search for the explanation of the criminal event, and its effective prevention. Rather, create public policies aimed at creating sustainable communities in order to exploit the resources offered by the state of Oaxaca and specifically in the Tehuantepec Isthmus region.

In sum, in addition to the punishment of the offender, which, in this case, is for the crime that affects the community as a whole (health damage) the search for the explanation of the criminal event, and the damage caused and its effective preventionAnd control should not only try to enforce the law but look more thoroughly.
